5And Jehovah established the kingdom in his hand; and all Judah gave gifts to Jehoshaphat; and he had riches and honour in abundance. 6And he took courage in the ways of Jehovah; moreover, he removed the high places and Asherahs out of Judah. And in the third year of his reign he sent his princes, Ben-hail, and Obadiah, and Zechariah, and Nethaneel, and Micah, to teach in the cities of Judah; 8and with them the Levites: Shemaiah, and Nethaniah, and Zebadiah, and Asahel, and Shemiramoth, and Jonathan, and Adonijah, and Tobijah, and Tob-Adonijah, Levites; and with them Elishama and Jehoram, the priests. 9And they taught in Judah, and had the book of the law of Jehovah with them; and they went about through all the cities of Judah, and taught among the people.

- Adam Clarke Bible Commentary · v. 7To teach in the cities of Judah - "To teach the fear of the Lord in the cities of Judah." - Targum. In these verses we find a remarkable account of an itinerant ministry established by Jehoshaphat; and in this work he employed three classes of men: The princes. The Levites. The priests. We may presume that the princes instructed the people in the nature of the civil law and constitution of the kingdom; the Levites instructed them in every thing that…Read the comment

- Tyndale Open Study Notes · v. 7-9Jehoshaphat fulfilled the Lord's command to teach the law (Deuteronomy 5:1; 17:18–20). He appointed five royal officers, nine Levites, and two priests to teach the people the book of the covenant. Levites often served as teachers during the Second temple period as well (Nehemiah 8:7). Some versions leave out Tob-adonijah; this seems to be a scribal error of repetition.Read the comment

This deputation of five princes, assisted by two priests and nine Levites, was to make a circuit of the towns in Judah. It is the first practical measure we read of as being adopted by…Read the comment
