Context of 2 Chronicles 17:7
5The Lord gave Jehoshaphat power over the kingdom of Judah. All Judah's people brought gifts to him. So Jehoshaphat became rich and people respected him. 6He served the Lord with all his strength. He removed from Judah the altars on the hills and the Asherah poles. In the third year that Jehoshaphat ruled Judah as king, he sent his officers to teach people in all Judah's towns. The names of those officers were Ben-Hail, Obadiah, Zechariah, Nethanel and Micaiah. 8He sent these Levites to go with them: Shemaiah, Nethaniah, Zebadiah, Asahel, Shemiramoth, Jehonathan, Adonijah, Tobijah, and Tob-Adonijah. He also sent the priests, Elishama and Jehoram. 9These men travelled everywhere in Judah to teach people. They took with them the book which was a copy of the Lord's law. They used it to teach people in all Judah's towns.

- Adam Clarke Bible Commentary · v. 7To teach in the cities of Judah - "To teach the fear of the Lord in the cities of Judah." - Targum. In these verses we find a remarkable account of an itinerant ministry established by Jehoshaphat; and in this work he employed three classes of men: The princes. The Levites. The priests. We may presume that the princes instructed the people in the nature of the civil law and constitution of the kingdom; the Levites instructed them in every thing that…Read the comment

- Tyndale Open Study Notes · v. 7-9Jehoshaphat fulfilled the Lord's command to teach the law (Deuteronomy 5:1; 17:18–20). He appointed five royal officers, nine Levites, and two priests to teach the people the book of the covenant. Levites often served as teachers during the Second temple period as well (Nehemiah 8:7). Some versions leave out Tob-adonijah; this seems to be a scribal error of repetition.Read the comment

But extraordinary commissioners were appointed, probably to ascertain whether the work had been done or neglected. This deputation of five princes, assisted by two priests and nine Levites, was to make a circuit of the towns in Judah. It is the first practical measure we read of as being adopted by…Read the comment
