Context of 1 Kings 22:11

9Then the king of Israel summoned an officer and said, “Bring Micaiah son of Imlah quickly.” 10Now the king of Israel and Jehoshaphat the king of Judah were sitting, each on his throne, dressed in their robes, at the threshing floor at the entrance of the gate of Samaria; and all the prophets were prophesying before them. Then Zedekiah the son of Chenaanah made horns of iron for himself and said, “This is what the Lord says: ‘With these you will gore the Arameans until they are destroyed!’” 12All the prophets were prophesying this as well, saying, “Go up to Ramoth-gilead and succeed, for the Lord will hand it over to the king.” 13Then the messenger who went to summon Micaiah spoke to him saying, “Behold now, the words of the prophets are unanimously favorable to the king. Please let your word be like the word of one of them, and speak favorably.”

• Barnes’ Notes on the Bible · v. 11Horns of iron - The horn in Scripture is the favorite symbol of power; and pushing with the horn is a common metaphor for attacking and conquering enemies (see Deuteronomy 33:17; Compare Psalm 44:5; Daniel 8:4). Zedekiah, in employing a symbolic action, was following the example of a former Israelite prophet 1 Kings 11:30. Zedekiah, by assuming two horns, personated two heroes, and, pretending to be a prophet, wished in this manner to represent the kings of Israel and Judah in a military triumph.
