Context of 1 Kings 22:11
9So the king of Israel called an officer and said, “Hurry and get Micaiah son of Imlah!” 10Now the king of Israel and King Jehoshaphat of Judah, clothed in royal attire, were each sitting on his own throne. They were on the threshing floor at the entrance to the gate of Samaria, and all the prophets were prophesying in front of them. Then Zedekiah son of Chenaanah made iron horns and said, “This is what the Lord says: ‘You will gore the Arameans with these until they are finished off.’” 12And all the prophets were prophesying the same: “March up to Ramoth-gilead and succeed, for the Lord will hand it over to the king.” 13The messenger who went to call Micaiah instructed him, “Look, the words of the prophets are unanimously favorable for the king. So let your words be like theirs, and speak favorably.”

- Barnes’ Notes on the Bible · v. 11Horns of iron - The horn in Scripture is the favorite symbol of power; and pushing with the horn is a common metaphor for attacking and conquering enemies (see Deuteronomy 33:17; Compare Psalm 44:5; Daniel 8:4). Zedekiah, in employing a symbolic action, was following the example of a former Israelite prophet 1 Kings 11:30. Thus saith the Lord - Or, יהוה yehovâh Zedekiah lays aside the unmeaningful “Lord” אדני 'ǎdonāy of the general company of Israelite…Read the comment

Zedekiah the son of Chenaanah made him horns of iron--Small projections, of the size and form of our candle extinguishers (worn in many parts of the East as military ornaments), were worn by the Syrians of that time, and probably by the Israelite warriors also.
