Context of 1 Kings 22:11
9Then the king of Israel called an officer and said, “Bring quickly Micaiah son of Imlah.” 10Now the king of Israel and Jehoshaphat king of Judah were sitting each on his throne, arrayed in their robes, at the threshing floor at the entrance of the gate of Samaria; and all the prophets were prophesying before them. Then Zedekiah the son of Chenaanah made horns of iron for himself and said, “Thus says the Lord, ‘With these you will gore the Arameans until they are consumed.’” 12All the prophets were prophesying thus, saying, “Go up to Ramoth-gilead and prosper, for the Lord will give it into the hand of the king.” 13Then the messenger who went to summon Micaiah spoke to him saying, “Behold now, the words of the prophets are uniformly favorable to the king. Please let your word be like the word of one of them, and speak favorably.”

- Barnes’ Notes on the Bible · v. 11Horns of iron - The horn in Scripture is the favorite symbol of power; and pushing with the horn is a common metaphor for attacking and conquering enemies (see Deuteronomy 33:17; Compare Psalm 44:5; Daniel 8:4). Zedekiah, in employing a symbolic action, was following the example of a former Israelite prophet 1 Kings 11:30. Thus saith the Lord - Or, יהוה yehovâh Zedekiah lays aside the unmeaningful “Lord” אדני 'ǎdonāy of the general company of Israelite…Read the comment

Zedekiah, by assuming two horns, personated two heroes, and, pretending to be a prophet, wished in this manner to represent the kings of Israel and Judah in a military triumph. It was a…Read the comment
