Context of Joshua 9:14
12This bread of ours was hot when we took it for our provisions from our houses on the day that we left to come to you; but now behold, it is dry and has become crumbled. 13And these wineskins which we filled were new, and behold, they are split open; and these clothes of ours and our sandals are worn out from the very long journey.” So the men of Israel took some of their provisions, and did not ask for the counsel of the Lord. 15And Joshua made peace with them and made a covenant with them, to let them live; and the leaders of the congregation swore an oath to them. 16However, it came about at the end of three days after they had made a covenant with them, that they heard that they were neighbors and that they were living within their land.

- Adam Clarke Bible Commentary · v. 14The men took of their victuals - This was done in all probability in the way of friendship; for, from time immemorial to the present day, eating together, in the Asiatic countries, is considered a token of unalterable friendship; and those who eat even salt together, feel themselves bound thereby in a perpetual covenant. But the marginal reading of this clause should not be hastily rejected. And asked not counsel at the mouth of the Lord - They made the…Read the comment
- Barnes’ Notes on the Bible · v. 14The elders of Israel Joshua 9:18, tasting what was offered them by the Gibeonites, pledged themselves according to the usage of Eastern nations to peace and friendship with them. They credited the story at once, instead of seeking the direction of God in the matter. The rendering of the margin is not to be preferred to that of the text. - Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. We make more haste than good speed, when we stay not to take God with us, and do not consult him by the word and prayer. The fraud was soon found out. A lying tongue is but for a moment. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2). It seems to have formed, in union with a few other towns in the neighborhood, a free independent state (Jos 9:17) and to have enjoyed a republican government (Jos 9:11).Read the comment
