Context of Joshua 9:14
12This bread of ours was hot (fresh) when we took it along as our provision from our houses on the day we left to come to you; now look, it is dry and has turned to crumbs. 13These wineskins which we filled were new, and look, they are split; our clothes and our sandals are worn out because of the very long journey [that we had to make].” So the men [of Israel] took some of their own provisions [and offered them in friendship], and [foolishly] did not ask for the counsel of the Lord. 15Joshua made peace with them and made a covenant (treaty) with them, to let them live; and the leaders of the congregation [of Israel] swore an oath to them. 16It happened that three days after they had made a covenant (treaty) with them, the Israelites heard that they were [actually] their neighbors and that they were living among them.

- Adam Clarke Bible Commentary · v. 14The men took of their victuals - This was done in all probability in the way of friendship; for, from time immemorial to the present day, eating together, in the Asiatic countries, is considered a token of unalterable friendship; and those who eat even salt together, feel themselves bound thereby in a perpetual covenant. But the marginal reading of this clause should not be hastily rejected. And asked not counsel at the mouth of the Lord - They made the…Read the comment
- Barnes’ Notes on the Bible · v. 14The elders of Israel Joshua 9:18, tasting what was offered them by the Gibeonites, pledged themselves according to the usage of Eastern nations to peace and friendship with them. - Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2).
