Context of Exodus 34:6
4So he cut out two stone tablets like the former ones, and Moses got up early in the morning and went up to Mount Sinai, as the Lord had commanded him, and he took the two stone tablets in his hand. 5And the Lord descended in the cloud and stood there with him as he called upon the name of the Lord. Then the Lord passed by in front of him and proclaimed, “The Lord, the Lord God, compassionate and merciful, slow to anger, and abounding in faithfulness and truth; 7who keeps faithfulness for thousands, who forgives wrongdoing, violation of His Law, and sin; yet He will by no means leave the guilty unpunished, inflicting the punishment of fathers on the children and on the grandchildren to the third and fourth generations.” 8And Moses hurried to bow low toward the ground and worship.

Commentaries on Exodus 34:6
- Adam Clarke Bible Commentary · v. 6And the Lord passed by - and proclaimed, The Lord, etc. - It would be much better to read this verse thus: "And the Lord passed by before him, and proclaimed Jehovah," that is, showed Moses fully what was implied in this august name. Moses had requested God to show him his glory, (see the preceding chapter, Exodus 33:18; (note)), and God promised to proclaim or fully declare the name Jehovah, ( Exodus 33:19;); by which proclamation or interpretation Moses…Read the comment
- Barnes’ Notes on the Bible · v. 6This was the second revelation of the name of the God of Israel to Moses. The first revelation was of Yahweh as the self-existent One, who purposed to deliver His people with a mighty hand Exodus 3:14; this was of the same Yahweh as a loving Saviour who was now forgiving their sins. The two ideas that mark these revelations are found combined, apart from their historical development, in the second commandment, where the divine unity is shown on its…Read the comment
- Matthew Henry Concise Commentary · v. 5-9Verses 5-9 The Lord descended by some open token of his presence and manifestation of his glory in a cloud, and thence proclaimed his NAME; that is, the perfections and character which are denoted by the name JEHOVAH. The Lord God is merciful; ready to forgive the sinner, and to relieve the needy. Gracious; kind, and ready to bestow undeserved benefits. Long-suffering; slow to anger, giving time for repentance, only punishing when it is needful. He is…Read the comment

Neither his justice nor his sovereignty are underlined here, as true as those attributes are. If God were merely just, the Old Testament would have ended at this point, or it would have picked up and started again with an entirely new family. This did not happen because God, in his…Read the comment
