Exodus 18:19-22

Now listen to 1me: I will give you counsel, and God be with you. 2You be the people’s representative before God, and you 3bring the 4disputes to God,

5then admonish them about the statutes and the laws, and make known to them 6the way in which they are to walk and the work they are to do.

Furthermore, you shall 7select out of all the people 8able men 9who fear God, men of truth, those who 10hate dishonest gain; and you shall place these over them as leaders of thousands, 11of hundreds, 12of fifties, and 13of tens.

Let them judge the people at all times; and let it be 14that they will bring to you every major matter, but they will judge every minor matter themselves. So it will be easier for you, and 15they will carry the burden with you.
