Exodus 18:19-22

19Now listen to 1me: I will give you counsel, and God be with you. 2You be the people’s representative before God, and you 3bring the 4disputes to God,

205then teach them the statutes and the laws, and make known to them 6the way in which they are to walk and the work they are to do.

21Furthermore, you shall 7select out of all the people 8able men 9who fear God, men of truth, those who 10hate dishonest gain; and you shall place these over them as leaders of thousands, 11of hundreds, 12of fifties and 13of tens.

22Let them judge the people at all times; and let it be 14that every major 15dispute they will bring to you, but every minor 16dispute they themselves will judge. So it will be easier for you, and 17they will bear the burden with you.
