Context of 2 Chronicles 21:9
7Yet the Lord was not willing to destroy the house of David because of the covenant which He had made with David, and because He had promised to give a lamp to him and his sons forever. 8In his days Edom broke away from the rule of Judah, and appointed a king over themselves. Then Jehoram crossed over with his commanders and all his chariots with him. And he got up at night and struck and killed the Edomites who were surrounding him, and the commanders of the chariots. 10So Edom revolted against Judah to this day. Then Libnah revolted at the same time against his rule because he had abandoned the Lord God of his fathers. 11Furthermore, he made high places in the mountains of Judah, and caused the inhabitants of Jerusalem to be unfaithful, and led Judah astray.

- Tyndale Open Study Notes · v. 8-11Jehoram's disobedience led to the loss of what Asa and Jehoshaphat had achieved. Edom has been in rebellion: During Solomon's reign, controlling Edom allowed Israel to access rich Arabian trade. The Edomites had also rebelled before Solomon's death (1 Kings 11:14–22) and were likely not under Rehoboam's control. They seemed to come under Judah's control again after Jehoshaphat defeated them (2 Chronicles 20:1–30; compare 1 Kings 22:47). The town of Libnah…Read the comment

But that king having been slain in an insurrection at home, his successor thought to ingratiate himself with his new subjects by raising the flag of independence [Josephus]. The attempt was defeated in the first instance by Jehoram, who possessed all the military establishments of his…Read the comment
