Context of 2 Chronicles 21:9
7Yet the Lord would not destroy the house of David because of the covenant which He had made with David, and because He had promised to give a lamp to him and to his sons forever. 8In the days of Jehoram Edom revolted against the rule of Judah and set up a king over themselves. Then Jehoram crossed over [the Jordan River] with his commanders and all his chariots, and rose up by night and struck down the Edomites who were surrounding him and the commanders of the chariots. 10So Edom revolted against the rule of Judah to this day. Then Libnah revolted at the same time against Jehoram’s rule, because he had abandoned (turned away from) the Lord God of his fathers. 11Moreover, he made [idolatrous] high places in the hill country of Judah, and caused the inhabitants of Jerusalem to be unfaithful [to God], and he led Judah astray [compelling the people’s cooperation].

- Tyndale Open Study Notes · v. 8-11Jehoram's disobedience led to the loss of what Asa and Jehoshaphat had achieved. Edom has been in rebellion: During Solomon's reign, controlling Edom allowed Israel to access rich Arabian trade. The Edomites had also rebelled before Solomon's death (1 Kings 11:14–22) and were likely not under Rehoboam's control. They seemed to come under Judah's control again after Jehoshaphat defeated them (2 Chronicles 20:1–30; compare 1 Kings 22:47). The town of Libnah…Read the comment

But that king having been slain in an insurrection at home, his successor thought to ingratiate himself with his new subjects by raising the flag of independence [Josephus]. The attempt was defeated in the first instance by Jehoram, who possessed all the military establishments of his…Read the comment
