Romans 2:28-29
28For 1he is not a Jew who is one outwardly, nor is circumcision that which is outward in the flesh.
29But 2he is a Jew who is one inwardly; and 3circumcision is of the heart, by the 4Spirit, not by the letter; 5and his praise is not from people, but from God.
