Context of Acts 23:14
12When it was day, the Jews formed a conspiracy and put themselves under an oath, saying that they would neither eat nor drink until they had killed Paul. 13There were more than forty who formed this plot. They came to the chief priests and the elders and said, “We have put ourselves under an oath to taste nothing until we have killed Paul. 15Now therefore, you and the Council notify the commander to bring him down to you, as though you were going to investigate his case more thoroughly; and as for us, we are ready to kill him before he comes near the place.” 16But the son of Paul’s sister heard about their ambush, and he came and entered the barracks and told Paul.

- Barnes’ Notes on the Bible · v. 14And they came - Probably by a deputation. To the chief priests and elders - The members of the Great Council, or Sanhedrin. It is probable that the application was made to the party of the Sadducees, as the Pharisees had shown their determination to defend Paul. They would have had no prospect of success had they attacked the castle, and they therefore devised this mode of obtaining access to Paul, where they might easily despatch him. Yet the Lord readily disappoints the best concerted schemes of iniquity. Paul knew that the Divine providence acts by reasonable and prudent means; and that, if he neglected to use the means in his power, he could not expect God's providence to work on his behalf.
