Context of Isaiah 1:13
11“What are your multiplied sacrifices to Me?” Says the Lord. “I have had enough of burnt offerings of rams And the fat of fed cattle; And I take no pleasure in the blood of bulls, lambs or goats. 12When you come to appear before Me, Who requires of you this trampling of My courts? Bring your worthless offerings no longer, Incense is an abomination to Me. New moon and sabbath, the calling of assemblies-- I cannot endure iniquity and the solemn assembly. 14I hate your new moon festivals and your appointed feasts, They have become a burden to Me; I am weary of bearing them. 15So when you spread out your hands in prayer, I will hide My eyes from you; Yes, even though you multiply prayers, I will not listen. Your hands are covered with blood.

- Adam Clarke Bible Commentary · v. 13The new moons and Sabbaths "The fast and the day of restraint" - ועצרה און aven vaatsarah . These words are rendered in many different manners by different interpreters, to a good and probable sense by all; but I think by none in such a sense as can arise from the phrase itself, agreeably to the idiom of the Hebrew language. Instead of און aven, the Septuagint manifestly read צום tsom, , "the fast." This Houbigant has adopted. The prophet could not well…Read the comment
- Barnes’ Notes on the Bible · v. 13Bring no more - God does not intend absolutely to forbid this kind of worship, but he expresses his strong abhorrence of the manner in which it was done. He desired a better state of mind; he preferred purity of heart to all this external homage. - Matthew Henry Concise Commentary · v. 10-15Verses 10-15 Judea was desolate, and their cities burned. This awakened them to bring sacrifices and offerings, as if they would bribe God to remove the punishment, and give them leave to go on in their sin. Many who will readily part with their sacrifices, will not be persuaded to part with their sins. They relied on the mere form as a service deserving a reward. The most costly devotions of wicked people, without thorough reformation of heart and life…Read the comment

However, when offered with hypocrisy, it became a disgusting smell and an offense to God. The Lord had designated special fasting days at the temple (Leviticus 16:31; 23:32; Numbers 29:7), but Judah's sinfulness ruined them (see Isaiah 58:1–7; Matthew 6:16–18). solemn assembly: These holy days were associated with the new moon and other festivals (see Leviticus…Read the comment
