Context of Exodus 9:17
15For if by now I had put forth My hand and struck you and your people with pestilence, you would then have been cut off from the earth. 16But, indeed, for this reason I have allowed you to remain, in order to show you My power and in order to proclaim My name through all the earth. Still you exalt yourself against My people by not letting them go. 18Behold, about this time tomorrow, I will send a very heavy hail, such as has not been seen in Egypt from the day it was founded until now. 19Now therefore send, bring your livestock and whatever you have in the field to safety. Every man and beast that is found in the field and is not brought home, when the hail comes down on them, will die.”’”

- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 Moses is here ordered to deliver a dreadful message to Pharaoh. Providence ordered it, that Moses should have a man of such a fierce and stubborn spirit as this Pharaoh to deal with; and every thing made it a most signal instance of the power of God has to humble and bring down the proudest of his enemies. When God's justice threatens ruin, his mercy at the same time shows a way of escape from it. God not only distinguished between Egyptians…Read the comment
- Tyndale Open Study Notes · v. 14-17God explained the purpose of the plagues to Pharaoh. They were meant to show that no one is like God in the entire world (9:14; see also Isaiah 46:9; Jeremiah 10:6–7). God did not destroy Pharaoh and Egypt in one strike, even though he could have. Instead, he spared them (Exodus 9:16). God gave them a chance to recognize his power. But Pharaoh refused to humble himself and continued to oppress the Lord's people (9:17).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178. Take to you handfuls of ashes, &c.--The next plague assailed the persons of the Egyptians, and it appeared in the form of ulcerous eruptions upon the skin and flesh (Le 13:20; 2Ki 20:7; Job 2:7). That this epidemic did not arise from natural causes was evident from its taking effect from the particular action of Moses done in the sight of Pharaoh.
