Context of Exodus 9:17
15For by this time I could have stretched out My hand and struck you and your people with a plague to wipe you off the earth. 16But I have raised you up for this very purpose, that I might display My power to you, and that My name might be proclaimed in all the earth. Still, you lord it over My people and do not allow them to go. 18Behold, at this time tomorrow I will rain down the worst hail that has ever fallen on Egypt, from the day it was founded until now. 19So give orders now to shelter your livestock and everything you have in the field. Every man or beast that remains in the field and is not brought inside will die when the hail comes down upon them.’”

- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 Moses is here ordered to deliver a dreadful message to Pharaoh. Providence ordered it, that Moses should have a man of such a fierce and stubborn spirit as this Pharaoh to deal with; and every thing made it a most signal instance of the power of God has to humble and bring down the proudest of his enemies. When God's justice threatens ruin, his mercy at the same time shows a way of escape from it. God not only distinguished between Egyptians…Read the comment
- Tyndale Open Study Notes · v. 14-17God explained the purpose of the plagues to Pharaoh. They were meant to show that no one is like God in the entire world (9:14; see also Isaiah 46:9; Jeremiah 10:6–7). God did not destroy Pharaoh and Egypt in one strike, even though he could have. Instead, he spared them (Exodus 9:16). God gave them a chance to recognize his power. But Pharaoh refused to humble himself and continued to oppress the Lord's people (9:17).Read the comment

Take to you handfuls of ashes, &c.--The next plague assailed the persons of the Egyptians, and it appeared in the form of ulcerous eruptions upon the skin and flesh (Le 13:20; 2Ki 20:7; Job 2:7). That this epidemic did not arise from natural causes was evident from its taking effect from the particular action of Moses done in the sight of Pharaoh.
