Revelation 17:15-18
And he said to me, “The 1waters which you saw where the prostitute sits are 2peoples and multitudes, and nations and languages.
And the 3ten horns which you saw, and the beast, these will hate the prostitute and will make her 4desolate and 5naked, and will 6eat her flesh and will 7burn her up with fire.
For 8God has put it in their hearts to execute His 9purpose 10by 11having a common purpose, and by giving their kingdom to the beast, until the 12words of God will be fulfilled.
The woman whom you saw is 13the great city, which 14reigns over the kings of the earth.”
