Context of Numbers 14:31
29your dead bodies will fall in this wilderness, all your numbered men according to your complete number from twenty years old and upward, who have grumbled against Me. 30By no means will you come into the land where I swore to settle you, except for Caleb the son of Jephunneh and Joshua the son of Nun. Your children, however, whom you said would become plunder--I will bring them in, and they will know the land which you have rejected. 32But as for you, your dead bodies will fall in this wilderness. 33Also, your sons will be shepherds in the wilderness for forty years, and they will suffer for your unfaithfulness, until your bodies perish in the wilderness.

- Matthew Henry Concise Commentary · v. 20-35Verses 20-35 The Lord granted the prayer of Moses so far as not at once to destroy the congregation. But disbelief of the promise forbids the benefit. Those who despise the pleasant land shall be shut out of it. The promise of God should be fulfilled to their children. They wished to die in the wilderness; God made their sin their ruin, took them at their word, and their carcases fell in the wilderness. They were made to groan under the burden of their…Read the comment

The Israelites did not have the obedience, courage, or faith to capture the land. So, the Lord made them spend 40 years in the Wilderness of Sinai. That generation did not receive their inheritance in the promised land.Read the comment
