Matthew 18:16-18
16But if he does not listen to you, take one or two more with you, so that 1on the 2testimony of two or three witnesses every 3matter may be confirmed. 17And if he refuses to listen to them, 4tell it to the church; and if he refuses to listen even to the church, 5he is to be to you as 6a Gentile and 7a tax collector. 18Truly I say to you, 8whatever you 9bind on earth 10shall have been bound in heaven; and whatever you 11loose on earth 12shall have been loosed in heaven.
