Matthew 18:16-18

16But if he does not listen to you, take one or two more with you, so that 1by the mouth of two or three witnesses every 2fact may be confirmed. 17If he refuses to listen to them, 3tell it to the church; and if he refuses to listen even to the church, 4let him be to you as 5a Gentile and 6a tax collector. 18Truly I say to you, 7whatever you 8bind on earth 9shall have been bound in heaven; and whatever you 10loose on earth 11shall have been loosed in heaven.
