Context of Judges 19:11
9When the man got up to go, along with his concubine and servant, his father-in-law, the girl’s father, said to him, “Behold now, the day has drawn to a close; please spend the night. Behold, the day is coming to an end; spend the night here so that your heart may be cheerful. Then tomorrow you may arise early for your journey and go home.” 10But the man was unwilling to spend the night, so he got up and left, and came to a place opposite Jebus (that is, Jerusalem). And with him was a pair of saddled donkeys; his concubine also was with him. When they were near Jebus, the day was almost gone; and the servant said to his master, “Please come, and let’s turn aside into this city of the Jebusites and spend the night in it.” 12However, his master said to him, “We will not turn aside into a city of foreigners who are not of the sons of Israel; instead, we will go on as far as Gibeah.” 13And he said to his servant, “Come, and let’s approach one of these places; and we will spend the night in Gibeah or Ramah.”

- Adam Clarke Bible Commentary · v. 11When they were by Jebus - This was Jerusalem, in which, though after the death of Joshua it appears to have been partly conquered by the tribe of Judah, yet the Jebusites kept the strong hold of Zion till the days of David, by whom they were finally expelled. - Tyndale Open Study Notes · v. 1-30This second epilogue (see study note on Judges 17:1–21:25) shifts the focus from individuals to entire tribes. It begins with the outrage in the Benjamite town of Gibeah (Judges 19), which led to a civil war (Judges 20) and the near destruction of Benjamin. It then moves to the attempt to save the tribe from disappearing (Judges 21). The book ends with the familiar refrain: In those days there was no king in Israel; everyone did what was right in his own…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 10-1210-12. the man ... departed, and came over against Jebus--The note, "which is Jerusalem," must have been inserted by Ezra or some later hand. Jebus being still, though not entirely (Jud 1:8) in the possession of the old inhabitants, the Levite resisted the advice of his attendant to enter it and determined rather to press forward to pass the night in Gibeah, which he knew was occupied by Israelites. The distance from Beth-lehem to Jerusalem is about six…Read the comment
