Context of Numbers 25:4
2For they invited the people to the sacrifices of their gods, and the people ate and bowed down to their gods. 3So Israel joined themselves to Baal of Peor, and the Lord was angry against Israel. The Lord said to Moses, “Take all the leaders of the people and execute them in broad daylight before the Lord, so that the fierce anger of the Lord may turn away from Israel.” 5So Moses said to the judges of Israel, “Each of you slay his men who have joined themselves to Baal of Peor.” 6Then behold, one of the sons of Israel came and brought to his relatives a Midianite woman, in the sight of Moses and in the sight of all the congregation of the sons of Israel, while they were weeping at the doorway of the tent of meeting.

- Barnes’ Notes on the Bible · v. 4Take - i. e., assemble the chiefs of the people to thee (compare the phrase “took men,” in Numbers 16:1). The offenders were to be first; slain by the hands of “the judges of Israel” Numbers 25:5, and afterward hung up “against the sun” (i. e., publicly, openly; compare 2 Samuel 12:12) as an aggravation of their punishment. This would be done by impaling the body or fastening it to a cross. Compare Deuteronomy 21:23 note, and 2 Samuel 21:9.Read the comment
