Context of Numbers 25:4
2These women invited them to attend sacrifices to their gods, so the Israelites feasted with them and worshiped the gods of Moab. 3In this way, Israel joined in the worship of Baal of Peor, causing the Lord’s anger to blaze against his people. The Lord issued the following command to Moses: “Seize all the ringleaders and execute them before the Lord in broad daylight, so his fierce anger will turn away from the people of Israel.” 5So Moses ordered Israel’s judges, “Each of you must put to death the men under your authority who have joined in worshiping Baal of Peor.” 6Just then one of the Israelite men brought a Midianite woman into his tent, right before the eyes of Moses and all the people, as everyone was weeping at the entrance of the Tabernacle.

- Barnes’ Notes on the Bible · v. 4Take - i. e., assemble the chiefs of the people to thee (compare the phrase “took men,” in Numbers 16:1). The offenders were to be first; slain by the hands of “the judges of Israel” Numbers 25:5, and afterward hung up “against the sun” (i. e., publicly, openly; compare 2 Samuel 12:12) as an aggravation of their punishment. This would be done by impaling the body or fastening it to a cross. Compare Deuteronomy 21:23 note, and 2 Samuel 21:9.Read the comment
