2But as for you, Bethlehem Ephrathah, Too little to be among the clans of Judah, From you One will go forth for Me to be ruler in Israel. His goings forth are from long ago, From the days of eternity.” 3Therefore He will give them up until the time When she who is in labor has borne a child. Then the remainder of His brethren Will return to the sons of Israel. And He will arise and shepherd His flock In the strength of the Lord, In the majesty of the name of the Lord His God. And they will remain, Because at that time He will be great To the ends of the earth. 5This One will be our peace. When the Assyrian invades our land, When he tramples on our citadels, Then we will raise against him Seven shepherds and eight leaders of men. 6They will shepherd the land of Assyria with the sword, The land of Nimrod at its entrances; And He will deliver us from the Assyrian When he attacks our land And when he tramples our territory.

- Adam Clarke Bible Commentary · v. 4He shall stand and feed - The Messiah shall remain with his followers, supporting and governing them in the strength and majesty of the Lord, with all the miraculous interferences of his power, and all the glories of his grace. And they shall abide - After this the Jews shall no more go astray, but shall remain one people with the Gentiles, under the one Shepherd and Bishop of all souls. - Barnes’ Notes on the Bible · v. 4And He shall stand - The prophet continues to speak of personal acts of this Ruler who was to be born. He was not to pass away, not to rule only by others, but by Himself. To stand is the attitude of a servant, as Jesus, although God and Lord of all, said of Himself, “He shall come forth and serve them” Luke 12:37; “The Son of Man came not to be ministered unto, but to minister” Matthew 20:28. “He shall stand” as a Shepherd Isaiah 61:5, to watch, feed…Read the comment

However, Israel needed a greater ruler than Zerubbabel. The leader from Bethlehem would bring peace; Isaiah called him the Prince of Peace (Isaiah 9:6). Only Jesus fits this description.Read the comment
