Context of Micah 5:4
2(And thou, Bethlehem Ephratah, little to be among the thousands of Judah, out of thee shall he come forth unto me [who is] to be Ruler in Israel: whose goings forth are from of old, from the days of eternity.) 3Therefore will he give them up, until the time when she which travaileth shall have brought forth: and the residue of his brethren shall return unto the children of Israel. And he shall stand and feed [his flock] in the strength of Jehovah, in the majesty of the name of Jehovah his God. And they shall abide; for now shall he be great even unto the ends of the earth. 5And this [man] shall be Peace. When the Assyrian shall come into our land, and when he shall tread in our palaces, then shall we raise against him seven shepherds, and eight princes of men. 6And they shall waste the land of Asshur with the sword, and the land of Nimrod in the entrances thereof; and he shall deliver [us] from the Assyrian, when he cometh into our land, and when he treadeth within our borders.

- Adam Clarke Bible Commentary · v. 4He shall stand and feed - The Messiah shall remain with his followers, supporting and governing them in the strength and majesty of the Lord, with all the miraculous interferences of his power, and all the glories of his grace. And they shall abide - After this the Jews shall no more go astray, but shall remain one people with the Gentiles, under the one Shepherd and Bishop of all souls. - Barnes’ Notes on the Bible · v. 4And He shall stand - The prophet continues to speak of personal acts of this Ruler who was to be born. He was not to pass away, not to rule only by others, but by Himself. To stand is the attitude of a servant, as Jesus, although God and Lord of all, said of Himself, “He shall come forth and serve them” Luke 12:37; “The Son of Man came not to be ministered unto, but to minister” Matthew 20:28. “He shall stand” as a Shepherd Isaiah 61:5, to watch, feed…Read the comment
- Tyndale Open Study Notes · v. 4-5After the exile in Babylon, Prince Zerubbabel, a descendant of David, was among the returning exiles and became the focus of Israel's hopes (see Haggai 2:20–23). However, Israel needed a greater ruler than Zerubbabel. The leader from Bethlehem would bring peace; Isaiah called him the Prince of Peace (Isaiah 9:6). Only Jesus fits this description.Read the comment
