Context of Daniel 7:16
14And to Him was given dominion, Glory and a kingdom, That all the peoples, nations and men of every language Might serve Him. His dominion is an everlasting dominion Which will not pass away; And His kingdom is one Which will not be destroyed. 15“As for me, Daniel, my spirit was distressed within me, and the visions in my mind kept alarming me. I approached one of those who were standing by and began asking him the exact meaning of all this. So he told me and made known to me the interpretation of these things: 17‘These great beasts, which are four in number, are four kings who will arise from the earth. 18But the saints of the Highest One will receive the kingdom and possess the kingdom forever, for all ages to come.’

- Barnes’ Notes on the Bible · v. 16I came near unto one of them that stood by - That is, to one of the angels who appeared to stand near the throne. Daniel 7:10. Compare Daniel 8:13; Zechariah 4:4-5; Revelation 7:13. It was natural for Daniel to suppose that the angels who were seen encircling the throne would be able to give him information on the subject, and the answers which Daniel received show that he was not mistaken in his expectation. God has often employed angels to communicate…Read the comment

The outward political history had been shown in its general features to the world ruler, whose position fitted him for receiving such a revelation.
