Context of Daniel 7:16
14He was given authority, honor, and sovereignty over all the nations of the world, so that people of every race and nation and language would obey him. His rule is eternal—it will never end. His kingdom will never be destroyed. 15I, Daniel, was troubled by all I had seen, and my visions terrified me. So I approached one of those standing beside the throne and asked him what it all meant. He explained it to me like this: 17“These four huge beasts represent four kingdoms that will arise from the earth. 18But in the end, the holy people of the Most High will be given the kingdom, and they will rule forever and ever.”

- Barnes’ Notes on the Bible · v. 16I came near unto one of them that stood by - That is, to one of the angels who appeared to stand near the throne. Daniel 7:10. Compare Daniel 8:13; Zechariah 4:4-5; Revelation 7:13. It was natural for Daniel to suppose that the angels who were seen encircling the throne would be able to give him information on the subject, and the answers which Daniel received show that he was not mistaken in his expectation. God has often employed angels to communicate…Read the comment

The outward political history had been shown in its general features to the world ruler, whose position fitted him for receiving such a revelation.
