Context of Daniel 7:16
14And He was given dominion, glory, and kingship, that the people of every nation and language should serve Him. His dominion is an everlasting dominion that will not pass away, and His kingdom is one that will never be destroyed. 15I, Daniel, was grieved in my spirit, and the visions in my mind alarmed me. I approached one of those who were standing there, and I asked him the true meaning of all this. So he told me the interpretation of these things: 17‘These four great beasts are four kings who will arise from the earth. 18But the saints of the Most High will receive the kingdom and possess it forever—yes, forever and ever.’

- Barnes’ Notes on the Bible · v. 16I came near unto one of them that stood by - That is, to one of the angels who appeared to stand near the throne. Daniel 7:10. Compare Daniel 8:13; Zechariah 4:4-5; Revelation 7:13. It was natural for Daniel to suppose that the angels who were seen encircling the throne would be able to give him information on the subject, and the answers which Daniel received show that he was not mistaken in his expectation. God has often employed angels to communicate…Read the comment
- Matthew Henry Concise Commentary · v. 15-28Verses 15-28 It is desirable to obtain the right and full sense of what we see and hear from God; and those that would know, must ask by faithful and fervent prayer. The angel told Daniel plainly. He especially desired to know respecting the little horn, which made war with the saints, and prevailed against them. The outward political history had been shown in its general features to the world ruler, whose position fitted him for receiving such a revelation.
