Context of Romans 1:13
11For I long to see you, that I may impart unto you some spiritual gift, to the end ye may be established; 12That is, that I may be comforted together with you by the mutual faith both of you and me. Now I would not have you ignorant, brethren, that oftentimes I purposed to come unto you, (but was let hitherto,) that I might have some fruit among you also, even as among other Gentiles. 14I am debtor both to the Greeks, and to the Barbarians; both to the wise, and to the unwise. 15So, as much as in me is, I am ready to preach the gospel to you that are at Rome also.

- Adam Clarke Bible Commentary · v. 13But was let hitherto - The word let, from the Anglo-Saxon to hinder, signifies impediment or hinderance of any kind: but it is likely that the original word, , I was forbidden, refers to a Divine prohibition: - he would have visited them long before, but God did not see right to permit him.Read the comment
- Barnes’ Notes on the Bible · v. 13That oftentimes I purposed - See Romans 1:10. How often he had purposed this we have no means of ascertaining. The fact, however, that he had done it, showed his strong desire to see them, and to witness the displays of the grace of God in the capital of the Roman world; compare Romans 15:23-24.
