Context of Leviticus 9:19
17Next he presented the grain offering, and filled his hand with some of it and offered it up in smoke on the altar, besides the burnt offering of the morning. 18Then he slaughtered the ox and the ram, the sacrifice of peace offerings which was for the people; and Aaron’s sons handed the blood to him and he sprinkled it around on the altar. As for the portions of fat from the ox and from the ram, the fat tail, and the fat covering, and the kidneys and the lobe of the liver, 20they now placed the portions of fat on the breasts; and he offered them up in smoke on the altar. 21But the breasts and the right thigh Aaron presented as a wave offering before the Lord, just as Moses had commanded.

- Barnes’ Notes on the Bible · v. 15-21Verses 15-21 In this first complete series of offerings made by the high priest, the sacrifices take their appointed order; first, the sin-offering to make atonement; then the burnt-offering, to signify the surrender of the body, soul and spirit to Yahweh in heaven; and lastly the peace-offering, to show forth the communion vouchsafed to those who are justified and sanctified. See Leviticus 8:14 note.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 17-2117-21. meat offering ... wave offering--It is observable that there is no notice taken of these in the offerings the priests made for themselves. They could not bear their own sins: and therefore, instead of eating any part of their own sin offering, as they were at liberty to do in the case of the people's offering, they had to carry the whole carcasses "without the camp and burn them with fire" [Ex 29:14; Le 4:12].Read the comment
