Context of Leviticus 9:19
17And he presented the grain offering, took a handful of it, and burned it on the altar, besides the burnt offering of the morning. 18Then he killed the ox and the ram, the sacrifice of peace offerings for the people. And Aaron's sons handed him the blood, and he threw it against the sides of the altar. But the fat pieces of the ox and of the ram, the fat tail and that which covers the entrails and the kidneys and the long lobe of the liver— 20they put the fat pieces on the breasts, and he burned the fat pieces on the altar, 21but the breasts and the right thigh Aaron waved for a wave offering before the Lord, as Moses commanded.

- Barnes’ Notes on the Bible · v. 15-21Verses 15-21 In this first complete series of offerings made by the high priest, the sacrifices take their appointed order; first, the sin-offering to make atonement; then the burnt-offering, to signify the surrender of the body, soul and spirit to Yahweh in heaven; and lastly the peace-offering, to show forth the communion vouchsafed to those who are justified and sanctified. - Jamieson–Fausset–Brown Commentary · v. 17-2117-21. meat offering ... wave offering--It is observable that there is no notice taken of these in the offerings the priests made for themselves. They could not bear their own sins: and therefore, instead of eating any part of their own sin offering, as they were at liberty to do in the case of the people's offering, they had to carry the whole carcasses "without the camp and burn them with fire" [Ex 29:14; Le 4:12].Read the comment
