Context of Leviticus 9:19
17Then Aaron presented the grain offering, filling his hand with some of it and burning it up as smoke on the altar, alongside the burnt offering of the morning. 18He also slaughtered the bull and the ram as the sacrifice of fellowship offerings for the people. Then his sons brought him the blood, which he splashed around on the altar, as well as the fat from the bull and the ram, the fat tail, and the layer over the innards along with the kidneys and the covering of the liver. 20They put the fat upon the breasts, and he burned it on the altar. 21But the breasts and the right thigh Aaron waved for a wave offering before Adonai, as Moses had commanded.

- Barnes’ Notes on the Bible · v. 15-21Verses 15-21 In this first complete series of offerings made by the high priest, the sacrifices take their appointed order; first, the sin-offering to make atonement; then the burnt-offering, to signify the surrender of the body, soul and spirit to Yahweh in heaven; and lastly the peace-offering, to show forth the communion vouchsafed to those who are justified and sanctified. - Jamieson–Fausset–Brown Commentary · v. 17-2117-21. meat offering ... wave offering--It is observable that there is no notice taken of these in the offerings the priests made for themselves. They could not bear their own sins: and therefore, instead of eating any part of their own sin offering, as they were at liberty to do in the case of the people's offering, they had to carry the whole carcasses "without the camp and burn them with fire" [Ex 29:14; Le 4:12].Read the comment
