Context of Leviticus 9:19
17He also brought the grain offering. He took some of it and he burnt it on the altar. He burnt it with the morning sacrifice. 18Aaron killed the bull and the male sheep. These were friendship offerings from the people. The priests brought the blood to him. He threw it onto the sides of the altar. Aaron took the fat tail, the fat and the kidneys and the best piece of the liver. 20He put them on the meat of the animal's ribs. Then he burnt the fat on the altar. 21Aaron lifted up the meat as an offering to the Lord. Moses had told him that he must do this.

- Barnes’ Notes on the Bible · v. 15-21Verses 15-21 In this first complete series of offerings made by the high priest, the sacrifices take their appointed order; first, the sin-offering to make atonement; then the burnt-offering, to signify the surrender of the body, soul and spirit to Yahweh in heaven; and lastly the peace-offering, to show forth the communion vouchsafed to those who are justified and sanctified. See Leviticus 8:14 note.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 17-2117-21. meat offering ... wave offering--It is observable that there is no notice taken of these in the offerings the priests made for themselves. They could not bear their own sins: and therefore, instead of eating any part of their own sin offering, as they were at liberty to do in the case of the people's offering, they had to carry the whole carcasses "without the camp and burn them with fire" [Ex 29:14; Le 4:12].Read the comment
