Context of Leviticus 9:19
17He also brought the grain offering. He took a handful of grain and burned it on the altar in addition to the morning burnt offering. 18He slaughtered the bull and the ram for the people’s fellowship offering. Aaron’s sons gave him the blood, which he threw against the altar on all sides. However, the fat from the bull and the ram (the fat from the tail, the layer of fat, the kidneys, and the lobe of the liver) 20they placed on the breasts. Aaron burned them all on the altar. 21However, he first took the breasts and the right thighs and presented them to the Lord as Moses commanded.

- Barnes’ Notes on the Bible · v. 15-21Verses 15-21 In this first complete series of offerings made by the high priest, the sacrifices take their appointed order; first, the sin-offering to make atonement; then the burnt-offering, to signify the surrender of the body, soul and spirit to Yahweh in heaven; and lastly the peace-offering, to show forth the communion vouchsafed to those who are justified and sanctified. - Jamieson–Fausset–Brown Commentary · v. 17-2117-21. meat offering ... wave offering--It is observable that there is no notice taken of these in the offerings the priests made for themselves. They could not bear their own sins: and therefore, instead of eating any part of their own sin offering, as they were at liberty to do in the case of the people's offering, they had to carry the whole carcasses "without the camp and burn them with fire" [Ex 29:14; Le 4:12].Read the comment
