Context of Haggai 1:2
1In the second year of Darius the king, on the first day of the sixth month, the word of the Lord came by the prophet Haggai to Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Jehozadak, the high priest, saying, “Thus says the Lord of hosts, ‘This people says, “The time has not come, even the time for the house of the Lord to be rebuilt.”’” 3Then the word of the Lord came by Haggai the prophet, saying, 4“Is it time for you yourselves to dwell in your paneled houses while this house lies desolate?”

Commentaries on Haggai 1:2
- Adam Clarke Bible Commentary · v. 2The time is not come - They thought that the seventy years spoken of by Jeremiah were not yet completed, and it would be useless to attempt to rebuild until that period had arrived. But Abp. Usher has shown that from the commencement of the last siege of Jerusalem unto this time, precisely sixty-nine years had been completed.Read the comment
- Barnes’ Notes on the Bible · v. 2Thus speaketh the Lord of hosts, saying, This people say - Not Zerubbabel or Joshua, but “this people.” He says not, “My people,” but reproachfully “this people,” as, in acts, disowning Him, and so deserving to be disowned by Him. “The time is not come,” literally “It is not time to come, time for the house of the Lord to be built”. They might yet sit still; the time for them “to come” was not yet, for not yet was the “time for the house of the Lord to be…Read the comment
- Tyndale Open Study Notes · v. 2LORD of Hosts: Haggai and Zechariah often use this term for God to highlight the unstoppable power of God's word. The Lord can summon countless heavenly troops to fulfill his will instantly (2 Kings 6:17; Matthew 26:53). This idea aimed to encourage the Judeans, who felt weak and unimportant. The time has not yet come: Poor crop yields from drought and pests had severely weakened Judah’s economy (Haggai 1:6, 9–11), leading the people to believe they could…Read the comment

Two out of the seventy predicted years of captivity (dating from the destruction of the temple, 558 B.C., 2Ki 25:9) were yet unexpired; this they make their plea for…Read the comment
