Context of Romans 3:22
20For no human, on the basis of Torah observance, will be set right in His sight—for through the Torah comes awareness of sin. 21But now God’s righteousness apart from the Torah has been revealed, to which the Torah and the Prophets bear witness— namely, the righteousness of God through putting trust in Messiah Yeshua, to all who keep on trusting. For there is no distinction, 23for all have sinned and fall short of the glory of God. 24They are set right as a gift of His grace, through the redemption that is in Messiah Yeshua.

- Adam Clarke Bible Commentary · v. 22Even the righteousness of God - That method of saving sinners which is not of works, but by faith in Christ Jesus; and it is not restrained to any particular people, as the law and its privileges were, but is unto all mankind in its intention and offer, and becomes effectual to them that believe; for God hath now made no difference between the Jews and the Gentiles.Read the comment
- Barnes’ Notes on the Bible · v. 22Even the righteousness of God - The apostle, having stated that the design of the gospel was to reveal a new plan of becoming just in the sight of God, proceeds here more fully to explain it. The explanation which he offers, makes it plain that the phrase so often used by him, “righteousness of God,” does not refer to an attribute of God, but to his plan of making people righteous. Here he says that it is by faith in Jesus Christ; but surely an attribute…Read the comment
- Matthew Henry Concise Commentary · v. 21-26Verses 21-26 Must guilty man remain under wrath? Is the wound for ever incurable? No; blessed be God, there is another way laid open for us.
