Context of Proverbs 29:11
9When a wise man has a controversy with a foolish man, The foolish man either rages or laughs, and there is no rest. 10Men of bloodshed hate the blameless, But the upright are concerned for his life. A fool always loses his temper, But a wise man holds it back. 12If a ruler pays attention to falsehood, All his ministers become wicked. 13The poor man and the oppressor have this in common: The Lord gives light to the eyes of both.

- Adam Clarke Bible Commentary · v. 11A fool uttereth all his mind - A man should be careful to keep his own secret, and never tell his whole mind upon any subject, while there are other opinions yet to be delivered; else, if he speak again, he must go over his old ground; and as he brings out nothing new, he injures his former argument.Read the comment
- Barnes’ Notes on the Bible · v. 11Mind - The Hebrew word is used sometimes for “mind” or “reason,” sometimes for “passion,” or “wrath.” The reticence commended would include both; but the verb “keepeth it in” (rendered “stilleth,” in Psalm 65:7) is slightly in favor of the second of the two senses.Read the comment
