Context of Numbers 32:15
13So the Lord’s anger burned against Israel, and He made them wander in the wilderness forty years, until the entire generation of those who had done evil in the sight of the Lord was destroyed. 14Now behold, you have risen up in your fathers’ place, a brood of sinful men, to add still more to the burning anger of the Lord against Israel. For if you turn away from following Him, He will once more abandon them in the wilderness, and you will destroy all these people.” 16Then they came near to him and said, “We will build here sheepfolds for our livestock and cities for our little ones; 17but we ourselves will be armed ready to go before the sons of Israel, until we have brought them to their place, while our little ones live in the fortified cities because of the inhabitants of the land.

- Matthew Henry Concise Commentary · v. 6-15Verses 6-15 The proposal showed disregard to the land of Canaan, distrust of the Lord's promise, and unwillingness to encounter the difficulties and dangers of conquering and driving out the inhabitants of that land. Moses is wroth with them. It will becomes any of God's Israel to sit down unconcerned about the difficult and perilous concerns of their brethren, whether public or personal. He reminds them of the fatal consequences of the unbelief and…Read the comment

Moses said unto the children of Gad and to the children of Reuben, Shall your brethren go to war, and shall ye sit here--Their language was ambiguous; and Moses, suspicious that this proposal was an act of unbelief, a scheme of self-policy and indolence to escape the perils of warfare and live in ease and safety, addressed to them a reproachful and passionate remonstrance.
