Context of Numbers 32:15
13So the Lord’s anger was kindled against the sons of Israel (Jacob) and He made them wander in the wilderness forty years, until the entire generation of those who had done evil in the sight of the Lord was destroyed. 14Now look, you [the tribes of Reuben and Gad] have risen up in your fathers’ place, a brood of sinful men, to add still more to the fierce anger of the Lord against Israel. For if you turn back from following Him [completely], He will once again leave them in the wilderness, and you will destroy all these people.” 16But the people of Reuben and Gad approached Moses and said, “We will build sheepfolds here for our flocks and [walled] cities for our children, 17but we will be armed and ready to go to war before the [other tribes of the] Israelites, until we have brought them to their place, while our children live in the fortified cities because of the inhabitants of the land.

Moses said unto the children of Gad and to the children of Reuben, Shall your brethren go to war, and shall ye sit here--Their language was ambiguous; and Moses, suspicious that this proposal was an act of unbelief, a scheme of self-policy and indolence to escape the perils of warfare and live in ease and safety, addressed to them a reproachful and passionate remonstrance.
