- New International Version (NIV)So then, the word of the Lord to them will become: Do this, do that, a rule for this, a rule for that; a little here, a little there— so that as they go they will fall backward; they will be injured and snared and captured.
- English Standard Version (ESV)And the word of the Lord will be to them precept upon precept, precept upon precept, line upon line, line upon line, here a little, there a little, that they may go, and fall backward, and be broken, and snared, and taken.
- New King James Version (NKJV)But the word of the Lord was to them, “Precept upon precept, precept upon precept, Line upon line, line upon line, Here a little, there a little,” That they might go and fall backward, and be broken And snared and caught.
Context of Isaiah 28:13
11Indeed, He will speak to this people Through stammering lips and a foreign tongue, 12He who said to them, “Here is rest, give rest to the weary,” And, “Here is repose,” but they would not listen. So the word of the Lord to them will be, “Order on order, order on order, Line on line, line on line, A little here, a little there,” That they may go and stumble backward, be broken, snared and taken captive. 14Therefore, hear the word of the Lord, O scoffers, Who rule this people who are in Jerusalem, 15Because you have said, “We have made a covenant with death, And with Sheol we have made a pact. The overwhelming scourge will not reach us when it passes by, For we have made falsehood our refuge and we have concealed ourselves with deception.”

- Barnes’ Notes on the Bible · v. 13But the word of the Lord was unto them - Or, rather, but the word of Yahweh “shall be” unto them. This refers to the mode in which God said He would instruct them in a foreign land. They had complained Isaiah 28:9-10 that his instructions had been like a short lesson constantly repeated, as we instruct children. God here says that it should be as they said it was - they would be carried away to a distant land, and long abide among strangers; they would…Read the comment
- Matthew Henry Concise Commentary · v. 5-15Verses 5-15 The prophet next turns to Judah, whom he calls the residue of his people. Happy are those alone, who glory in the Lord of hosts himself. Hence his people get wisdom and strength for every service and every conflict. But it is only in Christ Jesus that the holy God communicates with sinful man. And whether those that teach are drunk with wine, or intoxicated with false doctrines and notions concerning the kingdom and salvation of the Messiah…Read the comment
