Context of Ezekiel 43:21
19You shall give to the Levitical priests who are from the offspring of Zadok, who draw near to Me to minister to Me,’ declares the Lord God, ‘a young bull for a sin offering. 20You shall take some of its blood and put it on its four horns and on the four corners of the ledge and on the border round about; thus you shall cleanse it and make atonement for it. You shall also take the bull for the sin offering, and it shall be burned in the appointed place of the house, outside the sanctuary. 22‘On the second day you shall offer a male goat without blemish for a sin offering, and they shall cleanse the altar as they cleansed it with the bull. 23When you have finished cleansing it, you shall present a young bull without blemish and a ram without blemish from the flock.

- Barnes’ Notes on the Bible · v. 21In the appointed place of the house - A place within the temple-court, but “without the sanctuary” properly so called, that is to say, without the temple and inner court. This was probably the “separate place” (see Ezekiel 41:12).Read the comment
- Tyndale Open Study Notes · v. 18-21The new altar had to be consecrated (set apart for holy use) before it could be used. On the first day, the priests were to offer a young bull as a sin offering. They were to put its blood on the horns and corners of the altar. This act made the altar ready for holy service. After this, they burned the body of the sin offering outside the sacred area. This was the same practice used with the tabernacle (compare Leviticus 4:11–12).Read the comment
