Context of Ezekiel 43:21
19You are to give a young bull as a sin offering to the Levitical priests of the family of Zadok, who come near to minister before me, declares the Sovereign Lord. 20You are to take some of its blood and put it on the four horns of the altar and on the four corners of the upper ledge and all around the rim, and so purify the altar and make atonement for it. You are to take the bull for the sin offering and burn it in the designated part of the temple area outside the sanctuary. 22“On the second day you are to offer a male goat without defect for a sin offering, and the altar is to be purified as it was purified with the bull. 23When you have finished purifying it, you are to offer a young bull and a ram from the flock, both without defect.

- Barnes’ Notes on the Bible · v. 21In the appointed place of the house - A place within the temple-court, but “without the sanctuary” properly so called, that is to say, without the temple and inner court. This was probably the “separate place” (see Ezekiel 41:12).Read the comment
- Tyndale Open Study Notes · v. 18-21The new altar had to be consecrated (set apart for holy use) before it could be used. On the first day, the priests were to offer a young bull as a sin offering. They were to put its blood on the horns and corners of the altar. This act made the altar ready for holy service. After this, they burned the body of the sin offering outside the sacred area. This was the same practice used with the tabernacle (compare Leviticus 4:11–12).Read the comment
