Context of Ezekiel 43:21
19Thou shalt give to the priests the Levites that are of the seed of Zadok, who are near unto me, to minister unto me, saith the Lord Jehovah, a young bullock for a sin-offering. 20And thou shalt take of the blood thereof, and put it on the four horns of it, and on the four corners of the ledge, and upon the border round about: thus shalt thou cleanse it and make atonement for it. Thou shalt also take the bullock of the sin-offering, and it shall be burnt in the appointed place of the house, without the sanctuary. 22And on the second day thou shalt offer a he-goat without blemish for a sin-offering; and they shall cleanse the altar, as they did cleanse it with the bullock. 23When thou hast made an end of cleansing it, thou shalt offer a young bullock without blemish, and a ram out of the flock without blemish.

- Barnes’ Notes on the Bible · v. 21In the appointed place of the house - A place within the temple-court, but “without the sanctuary” properly so called, that is to say, without the temple and inner court. This was probably the “separate place” (see Ezekiel 41:12).Read the comment
- Tyndale Open Study Notes · v. 18-21The new altar had to be consecrated (set apart for holy use) before it could be used. On the first day, the priests were to offer a young bull as a sin offering. They were to put its blood on the horns and corners of the altar. This act made the altar ready for holy service. After this, they burned the body of the sin offering outside the sacred area. This was the same practice used with the tabernacle (compare Leviticus 4:11–12).Read the comment
