Context of Acts 2:17
15These people are not drunk, as some of you are assuming. Nine o’clock in the morning is much too early for that. 16No, what you see was predicted long ago by the prophet Joel: ‘In the last days,’ God says, ‘I will pour out my Spirit upon all people. Your sons and daughters will prophesy. Your young men will see visions, and your old men will dream dreams. 18In those days I will pour out my Spirit even on my servants—men and women alike— and they will prophesy. 19And I will cause wonders in the heavens above and signs on the earth below— blood and fire and clouds of smoke.

- Adam Clarke Bible Commentary · v. 17In the last days - The time of the Messiah; and so the phrase was understood among the Jews. I will pour out of my Spirit upon all flesh - Rabbi Tanchum says, "When Moses laid his hands upon Joshua, the holy blessed God said, In the time of the old text, each individual prophet prophesied; but, in the times of the Messiah, all the Israelites shall be prophets." And this they build on the prophecy quoted in this place by Peter. Your sons and your daughters…Read the comment

His account of the miraculous pouring forth of the Spirit, was designed to awaken the hearers to embrace the faith of Christ, and to join themselves to his church. It was the fulfilling the Scripture, and the fruit of Christ's resurrection and ascension, and proof of both…Read the comment

This would include both young and old, and both men and women (Joel 2:28–29). In Acts, on the day of Pentecost, Peter announced that Joel’s prophecy was coming true, indicating that "the last days" had begun.Read the comment
