Context of Zechariah 2:4
2So I said, “Where are you going?” And he said to me, “To measure Jerusalem, to see how wide it is and how long it is.” 3And behold, the angel who was speaking with me was going out, and another angel was coming out to meet him, and said to him, “Run, speak to that young man, saying, ‘Jerusalem will be inhabited without walls because of the multitude of men and cattle within it. 5For I,’ declares the Lord, ‘will be a wall of fire around her, and I will be the glory in her midst.’” 6“Ho there! Flee from the land of the north,” declares the Lord, “for I have dispersed you as the four winds of the heavens,” declares the Lord.

Commentaries on Zechariah 2:4
- Adam Clarke Bible Commentary · v. 4Run, speak to this young man - Nehemiah must have been a young man when he was sakee, or cup-bearer, to Artaxerxes. As towns without walls - It shall be so numerously inhabited as not to be contained within its ancient limits. Josephus, speaking of this time, says, Wars 5:4:2, "The city, overflowing with inhabitants, by degrees extended itself beyond its walls."Read the comment
