Context of Exodus 9:13
11The magicians could not stand before Moses because of the boils, for the boils were on the magicians as well as on all the Egyptians. 12And the Lord hardened Pharaoh’s heart, and he did not listen to them, just as the Lord had spoken to Moses. Then the Lord said to Moses, “Rise up early in the morning and stand before Pharaoh and say to him, ‘Thus says the Lord, the God of the Hebrews, “Let My people go, that they may serve Me. 14For this time I will send all My plagues on you and your servants and your people, so that you may know that there is no one like Me in all the earth. 15For if by now I had put forth My hand and struck you and your people with pestilence, you would then have been cut off from the earth.

- Barnes’ Notes on the Bible · v. 13-34Verses 13-34 With the plague of hail begins the last series of plagues, which differ from the former both in their severity and their effects. Each produced a temporary, but real, change in Pharaoh‘s feelings. Exodus 9:14 All my plagues - This applies to all the plagues which follow; the effect of each was foreseen and foretold. The words “at this time” point to a rapid and continuous succession of blows. The plagues which precede appear to have been…Read the comment
- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 Moses is here ordered to deliver a dreadful message to Pharaoh. Providence ordered it, that Moses should have a man of such a fierce and stubborn spirit as this Pharaoh to deal with; and every thing made it a most signal instance of the power of God has to humble and bring down the proudest of his enemies. When God's justice threatens ruin, his mercy at the same time shows a way of escape from it. God not only distinguished between Egyptians…Read the comment
- Tyndale Open Study Notes · v. 13-33The seventh plague was a hailstorm (9:18). It rains in Egypt only a few days each year. Hail and thunderstorms are rare. This storm would have terrified them. - Jamieson–Fausset–Brown Commentary · v. 8-178. Take to you handfuls of ashes, &c.--The next plague assailed the persons of the Egyptians, and it appeared in the form of ulcerous eruptions upon the skin and flesh (Le 13:20; 2Ki 20:7; Job 2:7). That this epidemic did not arise from natural causes was evident from its taking effect from the particular action of Moses done in the sight of Pharaoh. The attitude he assumed was similar to that of Eastern magicians, who, "when they pronounce an imprecation…Read the comment
