Context of Acts 10:45
43In addition, all the prophets testify that people who believe in the one named Jesus receive forgiveness for their sins through him.” 44While Peter was still speaking, the Holy Spirit came to everyone who heard his message. All the believers who were circumcised and who had come with Peter were amazed that the gift of the Holy Spirit had been poured on people who were not Jewish. 46They heard these non-Jewish people speaking in other languages and praising God. Then Peter said, 47“No one can refuse to baptize these people with water. They have received the Holy Spirit in the same way that we did.”

- Adam Clarke Bible Commentary · v. 45They of the circumcision - were astonished - Because it was a maxim with them that the Shechinah or Divine influence could not be revealed to any person who dwelt beyond the precincts of the promised land. Nor did any of them believe that the Divine Spirit could be communicated to any Gentile. It is no wonder, therefore, that they were amazed when they saw the Spirit of God so liberally given as it was on this occasion.Read the comment

- Matthew Henry Concise Commentary · v. 44-48Verses 44-48 The Holy Ghost fell upon others after they were baptized, to confirm them in the faith; but upon these Gentiles before they were baptized, to show that God does not confine himself to outward signs. The Holy Ghost fell upon those who were neither circumcised nor baptized; it is the Spirit that quickeneth, the flesh profiteth nothing. They magnified God, and spake of Christ and the benefits of redemption. Whatever gift we are endued with, we…Read the comment

As Cornelius and his household listened to Peter's message, they received the Holy Spirit just like the Jews had earlier. This event confirmed again that God did not favor one group over another (10:34–35). This event is…Read the comment
