Context of Zechariah 2:7
5For I,’ declares the Lord, ‘will be a wall of fire around her, and I will be the glory in her midst.’” 6“Ho there! Flee from the land of the north,” declares the Lord, “for I have dispersed you as the four winds of the heavens,” declares the Lord. “Ho, Zion! Escape, you who are living with the daughter of Babylon.” 8For thus says the Lord of hosts, “After glory He has sent me against the nations which plunder you, for he who touches you, touches the apple of His eye. 9For behold, I will wave My hand over them so that they will be plunder for their slaves. Then you will know that the Lord of hosts has sent Me.

- Barnes’ Notes on the Bible · v. 7Dwellest with the daughter of Babylon - The unusual idiom is perhaps chosen as expressive of God‘s tenderness, even to the people who were to be destroyed, from which Israel was to escape.Read the comment
- Matthew Henry Concise Commentary · v. 6-9Verses 6-9 If God will build Jerusalem for the people and their comfort, they must inhabit it for him and his glory. The promises and privileges with which God's people are blessed, should engage us to join them, whatever it costs us. When Zion is enlarged to make room for all God's Israel, it is the greatest madness for any of them to stay in Babylon. The captivity of a sinful state is by no means to be continued in, though a man may be easy in worldly…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 77. O Zion ... daughter of Babylon--Thou whose only sure dwelling is "Zion," inseparably connected with the temple, art altogether out of thy place in "dwelling with the daughter of Babylon" (that is, Babylon and her people, Psa 137:8; Is 1:8). After the glory--After restoring the "glory" (Zec 2:5; Is 4:5; Ro 9:4) of Jehovah's presence to Jerusalem, He (God the Father) hath commissioned ME (God the Son, Is 48:16, the Divine Angel: God thus being at once…Read the comment
