Context of Ezekiel 36:26
24For I will take you from the nations, gather you from all the lands and bring you into your own land. 25Then I will sprinkle clean water on you, and you will be clean; I will cleanse you from all your filthiness and from all your idols. Moreover, I will give you a new heart and put a new spirit within you; and I will remove the heart of stone from your flesh and give you a heart of flesh. 27I will put My Spirit within you and cause you to walk in My statutes, and you will be careful to observe My ordinances. 28You will live in the land that I gave to your forefathers; so you will be My people, and I will be your God.

- Adam Clarke Bible Commentary · v. 26A new heart also will I give you - I will change the whole of your infected nature; and give you new appetites, new passions; or, at least, the old ones purified and refined. The heart is generally understood to mean all the affections and passions. And a new spirit will I put within you - I will renew your minds, also enlighten your understanding, correct your judgment, and refine your will, so that you shall have a new spirit to actuate your new heart…Read the comment
- Matthew Henry Concise Commentary · v. 25-38Verses 25-38 Water is an emblem of the cleansing our polluted souls from sin. But no water can do more than take away the filth of the flesh. Water seems in general the sacramental sign of the sanctifying influences of the Holy Ghost; yet this is always connected with the atoning blood of Christ. When the latter is applied by faith to the conscience, to cleanse it from evil works, the former is always applied to the powers of the soul, to purify it from…Read the comment
- Tyndale Open Study Notes · v. 26The Lord’s renewal of his people would not be only an outward cleansing. He would give Israel a new heart and a new spirit (Ezekiel 11:19; 18:31). In the Bible, the heart and spirit refer to a person’s inner thoughts and will, which guide actions. Their stubborn and resistant heart would become soft and responsive. They would be ready to serve the Lord. Their spirit of rebellion would be replaced with a spirit of obedience.Read the comment
